昭和61年改正までの障害年金制度について

昭和61年に年金制度が大きく変わりましたが、そこに至るまでの障害年金の歴史について説明していきます。
厚生年金・国民年金の制度ができてから昭和61年までの障害年金の歴史としては、対象となる範囲が拡大してきたことと受給要件が緩和されてきたことが大きな特徴です。
昭和19年に施行された厚生年金保険法では、障害給付は年金と一時金が定められていました。
これが昭和22年に改正され、業務上外を問わず、年金給付は障害等級1級と2級の二階級と定められました。
その後、昭和29年の改正において、障害等級3級が追加されています。
昭和34年に創設された国民年金法では、年金を支給するにあたり保険料の拠出を条件とした保険主義の考え方と社会扶養主義の考えも大きく取り入れられました。
それにより、20歳前に初診日のあるや、年金制度発足前の昭和36年4月1日前に初診日がある人に対して「障害福祉年金」の制度が創られました。
また、国民年金発足当初は、障害年金の障害の対象は、視覚障害、聴力障害、平衡機能障害、そしゃく機能障害、音声言語機能障害、肢体不自由などの障害に限られ、精神障害や知的障害た対象となっていませんでした。
その後、昭和39年8月1日から精神障害が、昭和40年8月1日から知的障害が障害年金の対象となりました。
