障害年金の強制加入、強制徴収について

障害年金制度では、受給要件の一つに保険料納付済期間の長さを設定し、うつ病などの保険事故にあった人が受給要件を満たしている場合に、障害年金の支給を行うという仕組みになっています。
老齢年金も同様ですが、障害年金の特徴の一つは、加入が法律によって強制されていることがあげられます。
障害年金が強制加入となっている理由は、次の３つによります。
①生存権を保障するために国家が加入を強制する
→学生や所得の低い人など、保険料の負担能力が低い人には、保険料免除制度を適用することができます。
②ただ乗りの防止
→相互扶助制度への加入をうながすため、国家により強制されます。
③逆選択の防止
→自己へのリスクが高い人も低い人も強制加入させることにより、得する可能性のある人だけが加入するということを防止します。
また、障害年金を含めた年金制度への強制加入は、保険料の強制徴収とセットになっています。
保険料の徴収が強制でなければ、強制加入は名前だけのものになってしまうからです。
