障害の定義

私たち障害年金の専門家は日頃から「障害」という言葉を使っているのですが、以外と多くの意味があるように思います。
広い意味では、「障害」とは生活上の困難を意味しますが、もう少し細かく整理していくと次の６つに分けることができます。
（１）機能の喪失
（２）職業的障害：前職と同程度の労働が困難で稼得を失ったもの
（３）一般的な労働障害：労働市場で職を見つけることができないため稼得を失ったもの
（４）稼得能力の喪失
（５）長期的な能力障害または疾病保険の給付期間満了後も続くもの
（６）死に至るかまたは1年以上継続すると思われる医学的に判定できる心身障害によって実質稼得活動ができないもの
これを日本の障害年金制度にあてはめてみましょう。
まず、昭和17年に労働者年金が誕生し、そこでは（３）の一般的な労働能力がなくなることを障害としていました。
続いて昭和34年に国民年金ができ、専業主婦や学生（いずれも当時は任意加入）も被保険者となりましたので、労働能力という障害評価の方法は適切ではなくなりました。
そのため、（３）の労働能力が日常生活能力に変更されて（５）の長期的な能力障害とあわさって、現在の障害認定基準における障害の定義が固まってきたのです。
この「障害」という言葉は時代背景や社会情勢によって定義を変えていく必要があります。
障害年金が支給されるかどうかは、うつ病者や家族の生活に大きな影響を与えますので、継続した議論が重要だと思います。
