障害年金と生活保護の違い

障害年金と生活保護、どちらも生活を助けてくれるありがたいものですが、
まったく違う制度です。
今回の記事では、
この障害年金と生活保護の違いについてお伝えします。
【障害年金】
●目的は貧困を防ぐこと
●財源は、保険料・事業主負担・税金
●給付額は障害基礎年金は定額だが、障害厚生年金は保険料の拠出額・期間
によって変動する
●基本的には個人単位で考える
●対象者は、20歳未満に初診がある人と、受給要件を満たしている人
●原則として所得制限はないが、20歳未満に初診がある人は所得制限がある
【生活保護】
●目的は貧困から救うこと
●財源はすべて税金
●給付は、「最低生活」に足りない分を保障する
●世帯単位で考える
●対象者は生活困窮者
●資産調査がある
●貯金や使える資産があれば、まずはそれを生活費にあてることが必要
⇒障害年金も収入とみなされるため、生活保護者が障害年金を受給できたと
しても、障害年金分の生活保護費が減額されることになる。
●働くことができる人は、無理のない範囲で働いて収入を得ることが求められる
●親や兄弟から援助が受けられるときは援助を受けることが必要
●年金や各種手当など、他の法制度から受けられるものがあれば手続きをする
ことが求められる。
