障害基礎年金更新時の支給停止・減額となる人が60％も増加していた！

障害年金は、一部の例外を除き1年〜5年ごとに
更新手続きが行われます。
症状に変化がなければ現状維持の等級となり、
症状が悪化していれば上の等級に、
症状が改善されていれば下の等級または不支給となります。
この更新時における詳細なデータは公開されていませんでしたが、
都道府県単位で手続きする障害基礎年金の一データが公開されました。
すべての都道府県で詳細なデータをとっていたわけではありませんが、
2010年度〜2013年度の障害基礎年金の支給停止・減額に関する
データが残されている八つの県の情報をまとめたのが下記の表です。

これを見ても分かるとおり、
2010年度の支給停止・減額率の平均は2.3％だったものが、
年々増え続けて2013年度には3.7％にまで上昇しました。
支給停止・減額率は60％も増加しています。
とくに岡山県は2012年度には11.5％に達し、
2010年度から約5倍に増えていました。
日本年金機構は「支給を絞る意図はない」と説明しています。
しかし、我々障害年金専門の社会保険労務士の間では
年金受給者の増加に伴って障害年金の審査が厳しくなり
支給を抑制されている、という話は以前からありました。
すべての都道府県で更新時の支給停止データがとられていたわけではないため
はっきりと明言できませんが、障害年金不支給率と同様に
都道府県によってかなりのバラツキがありそうです。
一刻も早く、すべての都道府県で公平な審査が行われることを望みます。
