精神疾患における障害年金の等級判定ガイドラインについて

平成27年4月24日に行われた第三回専門家検討会にて、
今後の障害年金（精神）の等級判定ガイドラインについて
検討されました。
これまでは、等級判定は完全に認定医の仕事でしたが、
「日常生活能力の程度」及び「日常生活能力の判定」を基に、
認定する等級の目安が儲けられ、その確認作業は
日本年金機構の担当職員が行ってはどうかという意見が出ています。
障害年金の請求件数の増加に伴う審査期間の延長という
現状を考えると、やむを得ない措置かなと感じています。
等級認定に日本年金機構の職員が関わることで
審査期間が短くなるのであれば、
障害年金の請求者本人にとっても利益のある話です。
等級判定の目安としては、

例えば、「日常生活能力の程度」が（△）で、「日常生活能力の判定」
７項目のうち○項目以上が“助言や指導をしてもできない”に該当している
という場合は◎級相当を目安と考える

といった案が出ています。
このような目安を儲けることは一定の不安が個人的には頭をよぎります。
しかし、地域によって障害基礎年金の認定基準に乖離が出ている
という現状を是正するとなると、どうしても画一的な判断方法が
必要なのも事実です。
専門家検討会はまだ続きますので、
引き続き同行を注視していきたいと思います。
